Del total de los recursos destinados por esta Ley a los Fondos Educativos Regionales, FER, no menos del 70% se destinará a atender los costos de los servicios personales de los empleados docentes y administrativos de dichos fondos y el porcentaje restante de acuerdo a la distribución que establezca anualmente el Ministerio de Educación Nacional.
