º En toda institución de educación superior excepto las intermedias profesionales, deberá existir un Comité de Investigación y Desarollo Científico u organismo que haga sus veces, el cual tendrá las funciones relacionadas con el fomento, desarrollo y supervisión de los programas de investigación. Así mismo deberán existir normas que reglamenten la ejecución del presupuesto para fomento y desarrollo de dichos porgramas.
