º Tenencia de divisas por residentes en el país. Será libre la tenencia, posesión y negociación de divisas que no deban ser transferidas o negociadas por medio del mercado cambiario. En todo caso, dentro de la libertad autorizada, el Gobierno Nacional podrá regular estas operaciones con sujeción a los propósitos contenidos en el artículo 2º., de esta Ley.
