Los funcionarios que al efecto designe el Administrador de la Aduana estarán especialmente autorizados para registrar e inspeccionar en cualquier momento la mercancía extranjera que se encuentre dentro de la zona aduanera. Los libros y demás documentos de las naves, vehículos y aeronaves, y de sus propietarios o administradores, y de las personas que se ocupen en el transporte de mercancía extranjera gravable, podrán ser minuciosamente requisados en cualquier momento por dichos funcionarios con tal objeto.
