Los contratos que celebre el Gobierno en virtud de autorizaciones legales y cuyo valor sea o exceda de cinco mil pesos ($5.000) moneda legal, deberán remitirse, después de impartida la correspondiente aprobación ejecutiva, al Consejo de Estado, para que éste decida si están o nó ajustados a tales autorizaciones.
