La central a que se refiere esta artículo, tendrá personería jurídica, y podrán ser accionistas de la empresa los municipios referidos. El gobierno procedara a reglamentarla y formalizar su funcionamiento para los fines indicados, apropiado en el presupuesto las partidas necesarias; y tomarlas medidas para llevar a efecto las expropiaciones a que haya lugar.
