Desde el 23 del presente mes quedaran suspendidos los empréstitos mensuales decretados en la ciudad de Bogotá, sin perjuicio de que por los empleados respectivos se sigan recaudando las sumas correspondientes a los dos meses corridos desde el 23 de Enero, y que no hubieren sido satisfechas por los contribuyentes. Lo dispuesto en el precedente artículo no obsta para que, llegado el caso, se impongan por el Ministerio del Tesoro los empréstitos o contribuciones necesarios para atender a ciertos gastos ocasionados por la turbación del orden público y que fuese indispensable o conveniente satisfacer de esta manera.
