Modificación o adición a la presente ley. Esta ley estatutaria no podrá ser, en ningún caso, suspendida por un decreto legislativo dictado durante los Estados de Excepción, y sólo podrá ser modificada por los procedimientos previstos en la Constitución por una ley estatutaria.
