° En casos de siniestros, el Presidente de la Cruz Roja Nacional gozará de franquicia telegráfica ilimitada por los telégrafos nacionales, y los representantes o agentes autorizados de la Cruz Roja en el lugar del siniestro tendrán derecho a una franquicia hasta de cincuenta palabras por mensaje, únicamente para dirigirse a la Presidencia de la citada Sociedad de la Cruz Roja en Bogotá, siempre que los despachos se refieran al respectivo siniestro o calamidad pública.
