ARTICULO 3º Las medidas que adopte el Gobierno en los Departamentos a que se refiere el artículo anterior, en desarrollo de las facultades del artículo 121 de la Constitución Nacional, serán las indispensables y que sólo tengan relación directa con el restablecimiento del orden público.
