Quedan exceptuados transitoriamente del servicio de banderas:

a)

Los jóvenes que sigan una carrera profesional, hasta que terminen el estudio;

b)

Los que ejerzan cargo de elección popular ó desempeñen cargo o empleo de periodo fijado por la ley.

c)

Los individuos cuya presencia perniciosa en el cuartel á juicio del Gobierno.
