La obligación de adherir y anular la estampilla física y de aplicar el sistema, medio o método sustitutivo si fuere el caso , de que trata esta ley, queda a cargo de los funcionarios departamentales y municipales que intervengan en los actos o hechos sujetos al gravamen y el incumplimiento a esta obligación se sancionará por la autoridad disciplinaria correspondiente.
