El presente decreto rige a partir de su publicación, deroga todas las disposiciones que le sean contrarias, en especial los Decretos 688, 1494 y 3195 de 2002 y surte efectos fiscales a partir del 1º de enero de 2003, salvo los efectos dispuestos en el artículo 11.
