Deber de responder las peticiones. Será deber primordial de todas las autoridades, hacer efectivo el ejercicio del derecho que consagra el artículo 45 de la Constitución Política mediante la rápida y oportuna resolución de las peticiones que, en términos comedidos, se les formulen y que tengan relación directa con las actividades a cargo de esas mismas autoridades.
