El Ministerio de Educación Nacional, previo concepto favorable del Ministerio de Relaciones Exteriores y del Instituto Colombiano de la Juventud y el Deporte (Coldeportes), podrá conceder autorización para organizar competiciones o eventos deportivos internacionales con sede en Colombia, por solicitud expresa que le haga el Comité Olímpico Colombiano o las federaciones deportivas nacionales. Se dará preferencia a las peticiones que se refieren a ciudades ya dotadas de todos los requisitos exigidos para la realización del certamen y tengan asegurada su financiación.
