El gobierno procederá a estudiar los puertos del Atlántico y del Pacífico, con el fin de elegir los más convenientes para establecer puertos de aviación dedicados al transporte aéreo en grande escala, de pasajeros y carga al interior del país.

Asimismo procederá el Gobierno a estudiar las poblaciones del interior del país, para elegir las que más convenga conectar con las costas del Atlántico y el Pacifico en este transporte aéreo en grande escala de pasajeros y carga.
