Los Departamentos beneficiados con el auxilio de que tratan los artículos 1º y 5º de la Ley 41 de 1919 , para la adquisición de maquinarias destinadas a la apertura de pozos artesianos, podrán aplicar dicho auxilio también a cualquier otro procedimiento científico que asegure el servicio de agua potable permanente en los Municipios de aquellos Departamentos en donde no haya agua artesiana y que carezcan de ese indispensable elemento de vida.

Parágrafo

Quedan así reformados los artículos 1º y 5º de la Ley 41 de 1919 .
