El Inspector ó Intendente y los empleados que le estén subordinados en el radio de su jurisdicción, tienen el carácter de funcionarios de instrucción en los casos de averías, siniestros ú otros que requieran su presencia ó intervención á bordo de las respectivas embarcaciones. Dichas funciones podrán ser ejercidas en tierra cuando así lo requieran las circunstancias y las necesidades de la navegación.
