Art. 29. Las estampillas tendrán la forma de un paralelogramo rectangular, de cuarenta milímetros de largo por treinta y tres de ancho; llevarán en el centro el escudo de armas de la República; en la parte superior las palabras "República de Colombia" - Timbre nacional," y en la inferior en letras y números la clase y valor de la estampilla; á los lados los dos años del bienio á que corresponden, y serán de color amarillo las de 1ª clase, azul las de 2ª y rojo las de 3ª
