" El Servicio Aéreo a Territorios Nacionales, "Satena", estará dirigido, administrado y orientado por la Junta Directiva, el Gerente General y los demás funcionarios que la Junta determine, quienes desempeñarán sus funciones dentro de las facultades y con las atribuciones que este Decreto y los estatutos les confieran, y en lo no previsto en ellos, en armonía con las leyes vigentes."
