Cuando llegue el caso de enviar a las Cámaras Legislativas un proyecto de ley por el cual se apruebe un tratado o convenio celebrado por la República, en ningún caso se enviará el ejemplar autógrafo de tal instrumento diplomático, sino una copia debidamente autenticada y legalizada por el Secretario del Ministerio.
