Ordénase la emisión, a través del Ministerio de Hacienda y Crédito Público, de títulos de deuda pública interna de la Nación, "Títulos de Tesorería, TES Clase B", hasta por la suma de doce billones veintinueve mil doscientos veintisiete millones de pesos ($12.029.227.000.000) moneda legal colombiana, destinados a financiar apropiaciones del Presupuesto General de la Nación de la vigencia fiscal de 1998.
