En los casos de acción de inconstitucionalidad por parte de cualquier ciudadano, serán causales de impedimento y recusación, además de las establecidas en el artículo anterior, tener vínculo por matrimonio o por unión permanente, o de parentesco en cuarto grado de consanguinidad, segundo de afinidad o primero civil con el demandante.
