Los trayectos del ferrocarril del Carare que se construyan dentro de los Departamentos de Boyacá y Santander, con los recursos y de la manera que se determina en esta Ley, serán propiedad exclusiva de cada Departamento o de aquel de los que los construya, según el caso, y como tales gozarán de todas las garantías que determinan la Constitución y las leyes.
