Artículo segundo . Facultase al Gobierno Nacional hasta el 31 de diciembre de 1980, para llevar a efecto los traslados presupuestales, y abrir los créditos y contracréditos para hacer posible el pago de las erogaciones siguientes:

Para el Concejo Municipal de Santa Rosa de Osos (Antioquia) un millón de pesos ($ 1'000.000.00) con destino a obras que perpetúen la memoria del General Pedro Justo Berrío.

Para el Instituto Pedro Justo Berrío de la ciudad de Medellín, quinientos mil pesos ($ 500.000.00), con destino a su funcionamiento.
