El reglamento expedido por el Gobierno Nacional determinará la relación que debe guardar la emisión de billetería con relación a los billetes vendidos. El cumplimiento de dicha relación será uno de los criterios de eficiencia que se deberá considerar para la aplicación del artículo 336 de la Carta Política.
