Artículo segundo. Estos pagos reconocidos en virtud de disposiciones regionales, se cubrirán únicamente con cargo a las partidas presupuéstales que para tal efecto se hayan destinado o se destinen por parte de los gobiernos seccionales en los presupuestos aprobados en las Asambleas Departamentales y Concejo Distrital o que aparezcan como transferencia al presupuesto del FER debidamente legalizado por el Ministerio de Educación.
