Todo producto forestal primario o de !a flora silvestre, que entre, salga o se movilice en el territorio nacional, debe contar con un salvoconducto que ampare su movilización desde el lugar de aprovechamiento hasta los sitios de transformación, industrialización o comercialización, o desde el puerto de ingreso al país, hasta su destino final.
