Cuando el pasaporte sea consecuencia de disposición ejecutiva o ministerial, la sola comunicación de ella da lugar a la disposición inmediata del pasaporte. Para la expedición de pasaportes en actos del servicio que no sean motivados por decreto o resolución, deberá formularse solicitud escrita a la Secretaría General del Ministerio de Guerra.
