Solamente será permitida la entrada de dichas naves al mar territorial o a los puertos o fondeaderos colombianos, cuando se vean forzadas a nacerlo: 1º Por necesidad de refugio a consecuencia del estado del mar; 2º Por necesidad urgente de reparar averías; 3º Por necesidades de carácter humanitario.
