También podrá el Gobierno contratar un empréstito exclusivamente destinado a dichas obras, dando en garantía los derechos de puerto que se dedican a ellas y hasta cinco unidades del producto de las Aduanas de Cartagena y Buenaventura, con tal que el descuento inicial no sea mayor de diez por ciento, el interés anual no pase del seis y el fondo de amortización del dos.
