Autorizase al Gobierno para que ratifique, por medio de actas aprobadas previamente por el Consejo de Ministros, los contratos o acuerdos de la naturaleza señalada en el artículo primero de esta Ley, que se hayan suscrito con anterioridad a ella y sigan ejecutándose sin sujeción completa al régimen ordinario a que deben someterse los contratos administrativos.
