La autoridad militar de que trata el artículo anterior, procede inmediatamente a detener al sindicado, si es el caso y si ya no lo está, y a designar tres Vocales militares de igual o superior grado al que tiene el acusado, para que integren el Consejo o Consejos de Guerra Verbales. También debe designar los Oficiales de cualquier grado para los cargos de Fiscal y Secretario, y el Juez a que se refiere el artículo 13, el cual interviene como asesor jurídico y dirige la investigación.
