El Gobierno no dará en arrendamiento para la explotación de hidrocarburos varios lotes sin solución de continuidad, y reservara para la nación, entre cada dos lotes arrendados, una superficie de terreno no menor de dos mil (2.000) hectáreas para explotarlas en la forma, termino y condiciones que el Congreso determine.
