A pesar de lo dispuesto en el artículo anterior, los aportes de la nación, los departamentos, las intendencias, las comisarías, el Distrito Especial de Bogotá y los municipios, con destino al Servicio Nacional de Aprendizaje (SENA), y la Escuela Superior de Administración Pública (ESAP), podrán ser girados directamente a dichas entidades, e igualmente los correspondientes a las Escuelas Industriales e Institutos Técnicos, a la cuenta especial determinada por el Ministerio de Educación Nacional.
