º. Los colombianos residentes en el Exterior podrán hacer su declaración en el país por medio de apoderado, o directamente ante las respectivas autoridades consulares de Colombia. En este último caso y para todos los efectos de este Decreto, inclusive para el recaudo, los Cónsules quedan investidos de las mismas facultades señaladas en él a los Administradores Principales de Hacienda.
