Constituida la reserva de caja, los dineros sobrantes girados por la Nación a todos los organismos y entidades, sin excepción, serán reintegrados a la Dirección General de Tesorería a más tardar el 1o de marzo de 1991, con la refrendación del ordenador del gasto, del jefe de presupuesto y del auditor ante el organismo o entidad respectiva.
