Artículo segundo. La cuota de fomento arrocero se causará y hará exigible en el momento de ser adquirido a cualquier título el arroz paddy de producción nacional por las entidades o personas de que trata el artículo siguiente. Con relación al arroz paddy, que sea procesado o beneficiado por los mismos cultivadores o por cuenta de terceras, la cuota de fomento arrocero se causará en el momento de la trilla o beneficio.
