En cuanto al servicio interior, sólo la tendrán el Presidente de la República, el Ministerio de Hacienda y Crédito Público en lo que atañe a mensajes sobre el manejo de fondos de la Empresa y los Departamentos del Ministerio de Correos y Telégrafos.
