Los comerciantes que quieran someter sus diferencias al Tribunal de Comercio, elevarán a éste un memorial, que será presentado por ambas partes, y personalmente al Presidente y ante el Secretario. En dicho memorial constará de modo preciso el asunto que debe ser materia de la decisión y la naturaleza de ésta, esto es, si debe ser condenado o absolviendo a una de las partes, o si se pueden transigir las pretensiones opuestas. Con este memorial podrán presentar los interesados los documentos que a bien tengan.
