° Procédase a crear un Cuerpo Cívico hasta de cien hombres para que bajo las órdenes del Jefe de la Sección de la Policía Nacional de Arauca, contribuya a hacer guardar la neutralidad de la República y mantener el orden en esa frontera durante el tiempo que sea necesario. Por el Ministro de Gobierno se dictarán las órdenes del caso para llevar a efecto la organización de dicho Cuerpo.
