Art. 5.º Toda habilitación se verificará ante un Consejo compuesto del respectivo Rector que lo presidirá, ó, á falta de éste, del Vicerrector, de dos Profesores del mismo Colegio y del respectivo Secretario, que deberá llevar el libro de actas correspondiente y expedir las certificaciones del caso.
