º Las obligaciones pendientes de pago en las oficinas de manejo a 31 de diciembre denominadas reservas de caja y las reservas de apropiación constituidas según lo dispuesto en el artículo 122 del Decreto extraordinario 294 de 1973, serán las únicas que se constituyan como recursos del balance de los establecimientos públicos con apropiaciones del Presupuesto Nacional para la respectiva vigencia.
