En virtud de la necesidad urgente de atender a los damnificados, y teniendo en cuenta lo dispuesto en la Ley 122 de 1913, se abrirá el crédito correspondiente, y el Gobierno podrá hacer los traslados necesarios dentro de la Ley de Apropiaciones actual, sin sujeción a lo prescrito en la Ley 64 de 1931 .
