º Una vez elaborado el reglamento general para las Escuelas Normales, será enviado para su estudio a los Departamentos, y de las anotaciones que sobre él se hagan tomará cuenta la Junta para la elaboración del plan que ha de ponerse en práctica para acomodarlo definitivamente, según las correcciones que a la luz de aquella puedan introducírsele.
