El Presidente de la Republica hará la designación de registrador de Bogotá y de los Gobernadores, Intendentes y Comisarios harán la que a ellos corresponde, a instancia de la superintendencia de Notariado y Registro con anterioridad al 31 de diciembre de 1971, para el resto del periodo que comenzó a correr sin sujeción a concurso el 1º de enero de 1970. En el entretanto subsistirá la interinidad de los Registradores, dispuesta por el Decreto - Ley 1890 de 1969.
