4º El presente Decreto se expide teniendo en cuenta las circunstancias excepcionales que mediaron e impidieron la exportación del citado cargamento, y por consiguiente, no constituye precedente alguno ni para el interesado, ni para el Terminal, ni para el comercio en general.
