ARTICULO 47 . Procedimiento. Cuando se tenga conocimiento de que se ha cometido una infracción de las aquí establecidas, el Instituto Nacional de Transporte y Tránsito a través de los Directores Regionales y Seccionales de la jurisdicción respectiva, dictará una providencia no recurrible, abriendo la correspondiente investigación. Los hechos constitutivos de la infracción podrán demostrarse con los medios ordinarios de prueba.
