El Ministerio de Comunicaciones podrá autorizar la transmisión por causa de muerte de los derechos y obligaciones derivados de la concesión, en los términos previstos en el artículo 19 de este Decreto, siempre que él o los herederos no estén incursos en las inhabilidades e incompatibilidades para contratar establecidas en la Ley 80 de 1993, o las normas que la modifiquen o adicionen.
