Las devoluciones que, de acuerdo con la presente Ley, deban hacerse a los militares contribuyentes, se hará a estos personalmente, si residen en la ciudad, o a sus apoderados legalmente constituidos, cuando residan fuera de la capital.

Parágrafo

Las cedulas se pagaran a su presentación, durante los tres primeros meses, y de ahí en adelante se pagaran indistintamente cedulas y contribuciones.
